Which usually classifies it under "Tsugaru" the artisan is Ueki Masako DOB 1908. I initially thought it to be a creative doll still on the fence about the type. Artisan could have been transitional. Please provide feedback if you know anything about this artist.
Matagoro Yashima Sho-Chiku-Bai | Good Luck - Kyoto Traditions states that the Matagoro doll dates back several hundred years to a woodworker named Matagoro. He is said to have carved sugi (Japanese cedar) into a doll form, it is a predecessor to the traditional kokeshi form known today. Sugi is a soft, grainy, lightweight wood considered by most to be unsuitable for kokeshi making but the skills and the style of the first Matagoro have been passed down through many generations, and is currently on the 9th generation.  Oizumi Masa titled "A Gentle Breeze"  Oizumi Masa  Sasaki Isao Born on November 11, Natori, Miyagi Prefecture, 1960. Yamauchi Kazuhito? Can you verify for us? Written it says Tsugarudakoe (Tsugaru - Dako ( or Tako ) - e ) is the Traditional Folk Kite that has drawing of Tsugaru Nebuta in HIrosaki city, Aomori. One of the famous artist of Tsugarudakoe is Yamauchi Kazuhito. The painting of this Kokeshi doll looks alike of Yamauchi Kazuhito's style so the Kokeshi artist who did painting on this doll might be inspired from Yamauchi Kazuhito. Info provided by Tomoko Young. Not 100% sure, just a guess. Can someone validate?  Yashiro Tetsuen (八代鉄園) Artist : 八代鉄園 Yashiro Tetsuen.
